Missing "ALLOWED" features not visible to ADMINs

Is it by design that items not present in the ALLOWED part of the Security Manager are not visible to an admin either? I know that blocked items do appear to admins but what about the absence of an allowed feature?

I may misunderstand the intention of the UI. For allowed, the different types of controls are enumerated, but under BLOCKED, that has all the options (sliders, buttons, drop-downs, etc).

Is the idea that you can set allowed to only the things that everyone will see (including Admins) but block the things you want users to not see but Admins to see?

The allowed control lists, are the controls that will be seen on the remote to everyone.

The controls in the Blocked Features will be still be visible to everyone, but only an Admin can operate it.

And if something is NOT in ALLOWED, not even the admin can see it. That is my experience.

Is that right?
